Sylvester Hinga Demby is a Sierra Leonean graduate with a Master's degree in Public Administration, Bachelor's degree in the Social Sciences with Honors in Political Science and a Bachelor of Laws degree with Honors.

He is the Director of Admin and Human Resources with more than 15 consecutive years of experience at senior Management level in public sector administration and has been acting as Chief Executive in the absence of the Chief Executive at the National Public Procurement Authority.

He commands maximum respect for authority with a high sense of confidentiality. No doubt that he is interactive and tolerant with the charisma to motivate others; yet he does not compromise responsibilities with sentiments.
